Stealthy Radio Antennas

Yesterday, I found the interesting article on Military & Aerospace Electronics’ website. The title is “"Army asks industry for ideas on developing stealthy radio antennas for military SUVs”" on November 20, 2012 posted by John Keller. It said U.S. Army communications researchers are approaching industry for ideas on developing a stealthy ultra-wideband antenna system for sport utility vehicles (SUVs). The researchers at U.S. Army Communications-Electronics Research, Development and Engineering Center (CERDEC) at Aberdeen Proving Ground, Maryland, issued a sources-sought notice (BAA-08-R-P415_) for the Antenna Research, Reduction, and Compatibility (ARRC) program, which seeks ideas on stealthy radio antennas for SUVs. In addition, MIL-STD-810G conditions will be considered.

I think this is a very interesting idea to protect military combat communication networking identifiable by stealthy radio antennas. Even through, it is currently still an idea. Because this idea can help the military forces for maintenance their operation without radio communication identifiable. And I think stealthy radio antennas will be a new advanced step of military combat communication in the future.

วันปิยมหาราช ตรงกับวันที่ 23 ตุลาคม ของทุกปี เป็นวันคล้ายวันสวรรคตของพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว เนื่องจากพระองค์ทรงเป็นที่รักใคร่อย่างล้นเหลือของพสกนิกรทั้งชาวไทยและชาวต่างประเทศ พระองค์จึงได้รับการถวายพระราชสมัญญานามว่า "สมเด็จพระปิยมหาราช" ซึ่งมีความหมายว่า "พระมหากษัตริย์ที่ทรงเป็นที่รักยิ่งของปวงชน" ด้วยความสำนึกในพระมหากรุณาธิคุณ รัฐบาลจึงได้ประกาศให้วันที่ 23 ตุลาคม เป็น "วันปิยมหาราช" ในวันปิยมหาราช พระบาทสมเด็จพระเจ้าอยู่หัว พร้อมด้วยพระบรมวงศานุวงศ์ จะเสด็จฯ ไปวางพวงมาลา ณ พระบรมรูปทรงม้าซึ่งตั้งอยู่ที่หน้าพระที่นั่งอนันตสมาคมเป็นประจำทุกปี

พอเพียง พอใจ พอดี....นั้นแหละดี

การรับราชการเป็นอาชีพที่มั่นคง มีรายได้แน่นอน มีเส้นทางเจริญก้าวหน้าในตำแหน่งหน้าที่ราชการที่ชัดเจน ผู้ได้รับราชการแล้วเจริญรุ่งเรือง ไม่เคยถูกตั้งกรรมการสอบสวน ไม่เคยถูกลงโทษทางวินัย แพ่งและอาญา มีแต่เจริญก้าวหน้าตามหลัก “ผู้ใหญ่ดึง ผู้น้อยดัน คนเสมอกันสนับสนุนประชาชนให้การยอมรับ” สามารถรับราชการจนเกษียณอายุนับว่าเป็นบุคคลที่มีวิริยะ อุตสาหะ อดทนอดกลั้น สู้ทนฟันฝ่าอุปสรรคนานัปการ จึงประสบความสำเร็จในชีวิตการงานควรแก่การยกย่องสรรเสริญว่าเป็นข้าราชการ มืออาชีพ

วันที่ 1 ตุลาคม ของทุกปี นอกจากเป็นวันเริ่มต้นปีงบประมาณแล้ว ยังเป็นวันเกษียณอายุราชการ ผู้อาวุโสบางท่านเป็นสุขใจเมื่อ “พ้นพงหนาม” บางท่านทำใจได้ยากยังหลงมัวเมาในผลประโยชน์ ยศ อำนาจ วาสนา บางท่านเตรียมขึ้นศาลเพื่อเบิกความ แก้ต่างคดีที่เป็นผลพวงจากการทำงานในอดีต หลายท่านสุขภาพย่ำแย่ ขณะที่หลายๆ ท่านสร้างสมคุณความดีไว้มาก เป็นผู้ทำงานแล้วได้ทั้งงานและน้ำใจคน ความรู้สึกศรัทธาเคารพรัก เป็นบุญบารมีที่เสริมส่งให้เป็นปูชนียบุคคล สามารถ “นั่งอยู่ในใจคน” ทั้งชีวิตการงานและชีวิตจริง “ท่านอยู่เราดีใจ ท่านเกษียณไปเราต่างอาลันหา”

แท้จริงแล้ว ตำแหน่งหน้าที่การงาน ล้วนแต่เป็นสิ่งสมมุติขึ้น เที่ยงแท้แน่นอนนั้น ไม่มีเป็นเพียง “สมบัติผลัดกันชม” ยิ่งเจริญวัย สังขารยิ่งเสื่อมลง อายุขัยก็สั้นน้อยลงๆ ตามลำดับ ยิ่งตำแหน่งหน้าที่สูงขึ้น ผู้คนที่รู้จักคุ้นเคยก็หนีห่างมากขึ้นๆ เข้าลักษณะ “ยิ่งสูง ยิ่งหนาว” นี่คือสัจธรรมแห่งชีวิตราชการ

ความสุขที่แท้จริงในชีวิตสามัญชนหาใช่ตำแหน่งหน้าที่การงานไม่ แต่วรพรมงคล คือพรสีประการที่บุคคลอยากได้อยากมีอยากเป็น คืออายุ วรรณะ สุยะ พละ ย่อมบังเกอดขึ้นแก่ผู้มีความอ่อนน้อมถ่อมตนเป็นปกติ ดังนั้น จงพอใจในสิ่งที่เรามียินดีในสิ่งที่เราได้ ดังภาษิตฝรั่งว่า Be satisfied in whatever you have และพุทธภาษิตและมงคล 38 ประการที่ว่า “สนฺตุฏฐี จ ปรมํ ธนํ - สนฺตุฎฐี จ เอตม์มํ คลมุตฺตมํ” ความพอใจในสิ่งที่เรามี ยินดีในสิ่งที่เราได้ เป็นทรัพย์อย่างยิ่งและเป็นอุดมมงคล

ปรัชญาชีวิต “เศรษฐกิจพอเพียง” เป็นคติชีวิตที่ข้าราชการควรน้อมนำมาประพฤติปฏิบัติอย่างจริงจัง ดำรงชีวิตอย่างเรียบง่าย ประหยัด ยึดหลักสายกลาง “มชฺฌมาปฏิปทา” ควบคู่กับการถึงพร้อมด้วยความหมั่น ถึงพร้อมด้วยการรักษาเลี้ยงชีวิตตามสมควร และรู้จักคบมิตรที่ดี ปรับเปลี่ยนพฤติกรรมตนเองจากเดิมที่ว่า “ข้าราชการเป็นผู้มีรายได้ต่ำ รสนิยมสูง หนี้สินพอประมาณ เกลียดการดูหมิ่น” เปลี่ยนมาเป็น ข้าราชการรุ่นใหม่ ใสสะอาด ปราศจากทุจริต ดำรงชีวิตด้วยปรัชญาเศรษฐกิจพอเพียง

การเก็บออมเงินเป็นนิสัย จะช่วยให้เรามีฐานะการเงินที่มั่นคง ทุกเดือนพึงจัดสรรเงินรายได้ไว้เป็นเงินออมส่วนหนึ่งตอบแทนบุพการีส่วนหนึ่ง เลี้ยงชีพและให้จ่ายในครอบครัวอีกส่วนหนึ่ง การกู้เงินและผ่อนชำระสินค้าเงินผ่อนและบัตรเครดิตเป็นสิ่งที่พึงระมัดระวัง อย่างยิ่ง อย่าให้เกิดสภาวะ “หนี้สินล้นพ้นตัว ชักหน้าไม่ถึงหลัง”

ปัจจุบันภาวะหนี้สินของข้าราชการค่อนข้างสูง มีทั้งผ่อนบาน ผ่อนรถยนต์ ผ่อนชำระเงินกู้ธนาคาร – สหกรณ์ ฯลฯ เหล่านี้เป็นสถานการณ์ที่น่าเป็นห่วงมาก การที่จะบังคับใจตัวเองให้เก็บออมเงินได้นั้น การกู้สามัญจากสหกรณ์ออมทรัพย์แล้วฝากเข้าบัญชีออมทรัพย์พิเศษรับดอกเบี้ยทบ ต้นรายเดือนและได้รับยกเว้นภาษีเงินได้ ก็เป็นอีกทางเลือกหนึ่งที่สามารถบังคับตัวเองให้ต้องเก็บออมเงินไว้เป็น ประจำทุกเดือนระยะสั้นยอมขาดทุน แต่ระยะยาวได้กำไรเพราะได้ดอกเบี้ยทบต้น เงินปันผลและเฉลี่ยคืน มากน้อยแล้วแต่กำลังทรัพย์ของแต่ละคน

ข้าราชการยุคปัจจุบันมีฐานะเป็นมนุษย์เงินเดือนหากดำรงชีวิตแบบเรียบง่าย ประหยัด ไม่ฟุ้งเฟ้อ ไม่เห่อตามคนอื่น แต่ยึดหลักปรัชญาเศรษฐกิจพอเพียง เราก็จะมีวิถีชีวิตแห่งการดำรงชีวิตที่เหมาะที่ควร สร้างทั้งความสุขกายและสุขใจในขณะเดียวกัน แม้เงินรายได้ไม่มากนัก แต่ก็อยู่อย่างมีความสุข เป็นความสุขที่แท้จริงและยั่งยืน

ดัชนีชี้วัดระดับการพัฒนาประเทศมิได้อยู่ที่รายได้อย่างเดียว ความรวยย่อมไม่ใช่คำตอบสุดท้ายของชีวิตแต่ความสุขต่างหากที่เป็นสิ่งที่เรา ต้องการ แล้วท่านละ “What is the best valuable thing in your life?”
สำหรับผมแล้วความสุขอยู่ที่...เพียงพอ...พอใจ...พอดี...

“รู้จักพอ ก่อสุข ทุกสถาน รู้จักกาลเวลา พาสุกใส รู้จักตน พ้นทุกข์ เป็นสุขใจ รู้จักใคร ก็ไม่สู้ รู้จักตน”

สร้างสุขให้จิตใจ

มนุษย์เราทุกคนที่เกิดมามีชีวิตอยู่ในโลกนี้ ทุกชีวิตย่อมประสบกับปัญหาด้วยกันทั้งนั้น ไม่ว่าจะเป็นปัญหาส่วนตัวและปัญหาสังคม ปัญหาที่ประสบนั้น ต่างกันบ้าง เหมือนกันบ้าง จึงจำเป็นอย่างยิ่งที่ทุกคนจะต้องต่อสู้ด้วยความพยายามอดทน เพื่อที่จะหาวิธีแก้ไขปัญหาชีวิตที่เกิดขึ้นแก่ตนอยู่ตลอดเวลา เพราะชีวิตที่ดีมีความสุขคือชีวิตที่สามารถแก้ปัญหาได้

สิ่งที่จำเป็นสำหรับชีวิตมนุษย์ ที่ต่างดิ้นรนแสวงหา คือ ปัจจัย 4 ได้แก่ เครื่องนุ่งห่ม อาหาร ที่อยู่อาศัย ยารักษาโรค และสิ่งอำนวยความสุขอื่นๆ ในการแสวงหานั้น ไม่ควรแสวงหาจนเกินขอบเขตเกินความพอดี เกินความจำเป็น ควรรู้จักพอ เพราะใจของคนเราเมื่อตกไปสู่อำนาจของความอยาก ความรู้จักพอก็ไม่มี เหมือนไฟไม่มีวันอิ่มด้วยเชื้อ เมื่อไม่สามารถควบคุมความปรารถนาของใจไว้ได้ ยิ่งได้มาเท่าไรก็อยากได้เพิ่มเป็นทวีคูณ

การแสวงหาปัจจัยเพื่อสนองความอยากของตนเองเช่นนี้ นอกจากจะทำตัวให้เดือดร้อนแล้ว ยังก่อทุกข์ให้เกิดขึ้น ถ้าไม่สามารถจะควบคุมใจของตนเองไว้ได้ อาจแสวงหาในทางทุจริตได้ เท่ากับทำตนให้ตกเป็นทาสของความอยาก ในสภาวะสังคมปัจจุบัน ควรดำเนินชีวิตอย่างเรียบง่าย เพราะการดำเนินชีวิตอย่างเรียบง่ายจะทำตนให้พ้นจากสภาพความวุ่นวายสับสนนั้นได้

คุณธรรมที่สำคัญสำหรับปลูกฝังให้เกิดความรู้จักพอหรือความพอดีในใจนั้น คือ ความสันโดษ คำว่า สันโดษ แปลว่า ความยินดีด้วยของที่ตนมีอยู่ ท่านแบ่งไว้ 3 ลักษณะด้วยกันคือ

1. ยินดีพอใจในสิ่งที่ตนได้ในสิ่งที่ตนมี ได้เท่าไหร่ มีเท่าไหร่ ก็ยินดีเท่านั้น ในสภาวะในฐานะที่ตนกำลังมีกำลังเป็นหรือได้รับอยู่ เพื่อป้องกันความทุกข์ที่จะเกิดจากความผิดหวัง เพราะถ้าบุคคลไม่สามารถจะหยุดความพอใจของตนไว้ได้ เมื่อได้รับหรือมีอะไรไม่พอใจในสิ่งที่ได้หรือสิ่งที่มี เมื่อความผิดหวังเกิดขึ้นแล้ว ความไม่ชอบใจก็เกิดตามมา ดังนั้นควรฝึกใจให้มีความพอดียินดีตามมีตามได้ ความทุกข์ใจก็ไม่เกิด

2. ยินดีพอใจตามกำลังของตนที่มีอยู่ หมายความว่า ให้รู้จักประมาณในความรู้ความสามารถของตน กระตุ้นเตือนตนให้รู้จักใช้ความสามารถของตนให้เต็มที่ ไม่ให้เป็นคนเกียจคร้าน คุณธรรมข้อนี้สอนให้บุคคลมิให้เอารัดเอาเปรียบผู้อื่น ฝึกให้เกิดความขยันหมั่นเพียรในการใช้กำลังในทางที่ถูกให้พอดี

3. ยินดีพอใจในสิ่งที่สมควรและยินดีพอใจพอสมควร หมายถึง การใช้กำลังให้ได้มาซึ่งปัจจัย และปัจจัยนั้นต้องเป็นปัจจัยที่เหมาะสม คุณธรรมข้อนี้ สอนให้บุคคลรู้จักคำว่า อิ่มคือพอ เพราะมากไปกว่านี้ก็เกินความจำเป็นไร้ประโยชน์ เหมือนน้ำที่เต็มแก้ว เอาน้ำไปเติมใหม่ก็มีแต่จะล้นออกมาใช้ประโยชน์ไม่ได้

ฉะนั้น ควรที่เราทุกคนจะมีความพอใจ พอดี พอเพียง ถ้าบุคคลมีคุณธรรมทั้ง 3 ประการนี้ประจำใจแล้ว จะอยู่ในสังคมใด ประเทศใด ก็ทำให้สังคมนั้น ประเทศนั้นมีความเจริญรุ่งเรือง มีความสงบสุขอย่างแท้จริง

ความปลอดภัยบนโลกอินเทอร์เน็ต
วิธีการเจาะข้อมูลหรือรบกวนระบบคอมพิวเตอร์อาจทำได้ง่าย ๆ เหมือนการลงชื่อเข้าใช้อีเมล ซึ่งตามรายงานแล้วนั่นเป็นวิธีที่แฮกเกอร์ชาวจีนใช้กับเป้าหมายที่เป็นบุคลากรทางการทหารของสหรัฐอเมริกา โดยกระทำการ “ฟิชชิ่ง” หรือเจาะระบบเพื่อขโมยข้อมูลโดยอาศัยคำที่ใช้กันทั่วไปในการลงท้ายอีเมล เช่น “ด้วยความเคารพอย่างสูง” หรือ “ขอแสดงความนับถือ” หรือแม้กระทั่งการลงท้ายจดหมายด้วยตัวย่ออย่าง “วี/อาร์” ตามรายงานของสำนักข่าวรอยเตอร์ เมื่อเดือนเมษายน พ.ศ. 2554

กลยุทธ์และการโจมตีดังกล่าวทำให้รัฐบาลต้องทำงานอย่างหนักเพื่อพยายามรักษาระบบเครือข่ายให้มีความปลอดภัยและนำหน้าคนร้ายไปหนึ่งก้าว

กระทรวงกลาโหมสหรัฐฯ ได้ประกาศยุทธศาสตร์การดำเนินงานในโลกไซเบอร์เมื่อเดือนกรฎาคม พ.ศ. 2554 โดยกำหนดแผนการดูแลโลกเสมือนจริงให้เหมือนกับเป็นพื้นที่ปฏิบัติการหนึ่ง ทางกระทรวงเปิดเผยว่ามีแผนที่จะทำงานร่วมกับหน่วยงานต่าง ๆ รวมทั้งพันธมิตรนานาชาติเพื่อ “ลดความเสี่ยงที่จะเกิดขึ้นกับขีดความสามารถในโลกไซเบอร์ของสหรัฐฯ และพันธมิตร ในขณะเดียวกันก็ปกป้องและเคารพหลักความเป็นส่วนตัวและเสรีภาพของพลเมือง สิทธิในการแสดงความคิดเห็นอย่างอิสระ และการสร้างนวัตกรรมที่ทำให้โลกไซเบอร์เป็นส่วนหนึ่งของความเจริญรุ่งเรืองและความมั่นคงของประเทศสหรัฐอเมริกา”

เมื่อเดือนมิถุนายนที่ผ่านมา ประเทศอินเดียได้จัดตั้งหน่วยเฉพาะกิจเพื่อตรวจสอบมาตรการความมั่นคงแห่งชาติ โดยเน้นการพิจารณาถึงสิ่งที่ประเทศอาจประสบในแง่ของความมั่นคงทางไซเบอร์

“ปัญหาความมั่นคงเปลี่ยนแปลงไป ประเทศอินเดียมีความเจริญก้าวหน้า ขณะเดียวกันปัญหาด้านความมั่นคงก็พัฒนาไปด้วย” หนังสือพิมพ์ เดอะไทม์ส ออฟ อินเดีย อ้างถึงคำกล่าวของเจ้าหน้าที่คนหนึ่งเมื่อเดือนมิถุนายน พ.ศ. 2554 “ถึงเวลาที่จะพิจารณาสถานการณ์ด้านความมั่นคงแห่งชาติในแง่ของปัญหาด้านความมั่นคงทางไซเบอร์ตลอดจนความมั่นคงทางด้านพลังงาน”

สมาชิกของหน่วยเฉพาะกิจเพื่อตรวจสอบความมั่นคงประกอบด้วยอดีตผู้นำหน่วยของกองทัพเรือและกองทัพอากาศของอินเดีย พร้อมด้วยผู้เชี่ยวชาญด้านข่าวกรองและนิวเคลียร์ ซึ่งหน่วยเฉพาะกิจดังกล่าวมีเวลาหกเดือนในการจัดทำรายงาน

ในขณะเดียวกัน อินเดียและสหรัฐอเมริกาได้ลงนามในข้อตกลงเมื่อเดือนกรกฎาคม พ.ศ. 2554 เพื่อความร่วมมือในการรักษาความมั่นคงในโลกไซเบอร์ ข้อตกลงดังกล่าวได้กำหนดแนวทางปฏิบัติที่ดีที่สุดในการแลกเปลี่ยนข้อมูลข่าวสารที่สำคัญเกี่ยวกับความมั่นคงทางไซเบอร์ และแลกเปลี่ยนความเชี่ยวชาญพิเศษระหว่างรัฐบาลของทั้งสองประเทศ โดยจัดตั้งชุดตอบรับสถานการณ์ฉุกเฉินแห่งชาติทางคอมพิวเตอร์และแผนกเทคโนโลยีสารสนเทศ รัฐบาลหรือกองทัพใดที่ไม่มีระบบเชื่อมต่ออินเทอร์เน็ตที่ปลอดภัยเพื่อใช้ในการรับส่งข้อมูลสำคัญ ควรหาวิธีที่จะปรับปรุงระบบเครือข่ายของตน

วิธีการประเมินกำลังเงิน ในการซื้อบ้านหรือที่อยู่อาศัย

โดยทั่วไปผู้ซื้อบ้านมักจะมีเงินเก็บออมส่วนหนึ่ง ซึ่งมักจะไม่เพียงพอที่จะซื้อบ้านได้ด้วยเงินสด ดังนั้น เงินที่ขาดจึงต้องอาศัยกู้เอาจากธนาคาร หรือสถาบันการเงินต่าง ๆ แต่เนื่องจากสถาบันเหล่านี้ มักจะให้กู้เพียงประมาณร้อยละ 70-80 ของราคาซื้อขาย หรือมูลค่าประเมินของบ้าน (พร้อมที่ดิน) ดังนั้น ผู้ซื้อบ้านจะต้องมีเงินเก็บออมอย่างน้อยร้อยละ 20-30 ของราคาบ้านจึงจะสามารถกู้เงินและซื้อบ้านได้

การพิทักษ์สมรภูมิไซเบอร์
ตลอดศตวรรษที่ผ่านมากองทัพจำต้องพัฒนาตัวเองอย่างต่อเนื่องเพื่อให้ทันกับความก้าวหน้าทางอาวุธและเทคโนโลยี เมื่อไม่นานมานี้การตระหนักถึงความเป็นไปได้อย่างสูง ที่ประเทศต่าง ๆ อาจถูกดึงให้เข้าไปมีส่วนร่วมในสงครามไซเบอร์ทำให้กองทัพต้องหันมาทบทวนแผนการรบของตนใหม่อีกครั้งเพื่อรับมือกับความขัดแย้งในอนาคต การปฏิบัติการในยุคสงครามไซเบอร์นั้น กองทัพจำเป็นต้องตรวจสอบทุกแง่มุมของหลักนิยมที่ใช้ในปัจจุบันเพื่อเผชิญกับความท้าทายใหม่ของสมรภูมิรบแห่งคริสต์ศตวรรษที่ 21 (ช่วงระหว่าง พ.ศ. 2544-2643)

ยุทธศาสตร์และยุทธวิธีทางทหารเบื้องต้นหลายประการที่ใช้อยู่ในปัจจุบันจำเป็นต้องได้รับการปรับปรุง และกองทัพต้องพิจารณา การนำเทคโนโลยีมาประยุกต์ใช้ทั้งในสงครามตามแบบแผนและอสมมาตร นอกจากนี้ ทักษะความชำนาญทางทหารแทบทุกด้านจะต้องบรรจุการฝึกอบรมเกี่ยวกับความรู้ทางไซเบอร์ไว้ เพื่อเตรียมรับมือกับปัญหาต่าง ๆ ที่จะเกิดจากสงครามไซเบอร์ ทั้งนี้เนื่องจากการโจมตีทางไซเบอร์มักจะเกิดขึ้นโดยไม่ทราบตัวผู้ก่อเหตุ ลึกลับซับซ้อนและรวดเร็ว ดังนั้นกองทัพจึงจำเป็นต้องทบทวนกระบวนการตัดสินใจที่เชื่อมโยงกับยุทธศาสตร์การตอบโต้ตามปกติ

การปรับตัวที่สำคัญอีกประการหนึ่งของกองทัพในยุคสงครามไซเบอร์ คือ การประเมินภัยคุกคามทางไซเบอร์ต่อระบบอาวุธที่ใช้ในปัจจุบันอย่างต่อเนื่อง การออกแบบระบบอาวุธในอนาคตทั้งหมดต้องคำนึงถึงการลดโอกาสที่จะถูกรบกวน หรือทำลายจากการโจมตีทางไซเบอร์ให้เหลือน้อยที่สุด


ระหว่างการประชุมในเดือนกุมภาพันธ์ พ.ศ. 2554 พลโทฉกาจ ชัยสุริยา ผู้บัญชาการกองทัพบกศรีลังกากล่าวว่า ศรีลังกายังเผชิญกับภัยคุกคามของสงครามไซเบอร์จากบรรดาแนวร่วมของกลุ่มกบฏพยัคฆ์ทมิฬที่ถูกรัฐบาลปราบปรามไป [เอเจนซ์ ฟรานซ์ เพรส]
